The National Assembly of the Southern Transitional Council held its fifth session on June 21 and 22, 2022 AD in the capital, Aden, under the slogan (the unity of the southern ranks for permanent peace, creative implementation of the outcomes and consultations of Riyadh, and the right of the south to restore its state).
At the beginning of the session, the attendees stood for a minute of mourning in reverence and reverence in front of the convoys of martyrs and wounded from our southern people and its southern forces, who carried their lives on their hands and generously donated them to their homeland and people for freedom and dignity and to defend their religion, land and honor.
The opening session was chaired by the brother President Commander Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council, Supreme Commander of the Southern Armed Forces, and he delivered a special speech on the occasion in which he affirmed, “The council will continue its mission for which it was established until the aspirations of our people are achieved in a modern southern federal state.
Reaffirming that the south is for all southerners without exception, calling on everyone to mobilize energies and efforts towards a more solid national solidarity that enhances and protects our national gains, and preserves the sacrifices of our martyrs, noting that it is a historical responsibility that rests on all of us before God, the people, and history.
He stressed that our keenness on the unity of the southern national ranks will remain constant, stressing that all southerners stand on the same goal, even if the methods are different and the means are different, and that we stand on the threshold of a new stage that requires us more coordination, cooperation and partnership.
Referring to his assignment to the external dialogue team to work and communicate with the various forces, components, elites, legal and specialized personalities, and disclosed the council’s intention to launch a parallel dialogue inside, to reach a national charter of honor that would be agreed upon with all southern forces and components, and the participation of all segments of our southern people in shaping the features of a future Southern country.
He also indicated that he directed the Negotiations Affairs Unit to start communicating to form a southern national delegation led by the Transitional Council with the participation, attendance and representation of various southern forces and competencies to represent the cause of the people of the south and their legitimate aspirations in the political process.
The efforts of the Council are not limited to that, but rather to a broader representation of our southern people and its living national forces and components within the framework of the Southern Transitional Council as a comprehensive national entity, along with institutional reform, restructuring and expansion of its bodies and the appropriate change in their strength and creation in line with the existing requirements, after an extensive evaluation of the performance of institutions and individuals.
He pointed out that the dear southern national gains are protected by the will of the people, the unity of the position, and our sincere insistence to achieve what we began working on decades ago, in peace and war, and looking with all responsibility to the next stage, carrying the sincere peaceful movement and the valiant resistance rifle, without retreat.
He also stressed the strategic partnership with the Arab coalition countries led by the Kingdom of Saudi Arabia and the United Arab Emirates, and reiterated the work to implement the Riyadh Agreement and the outcomes of the Gulf Cooperation Council consultations, which were agreed upon by the political forces in the south and Yemen.
Stressing that it is our presence in the Presidential Command Council to ensure the implementation of all of the above, including the completion of the implementation of the Riyadh Agreement, a comprehensive economic reform that extricates our people from their humanitarian ordeal and difficult economic conditions, and a military reform that guarantees addressing the breaches in the ministries of defense and interior, and the ability to confront threats The military, and the coordination of military and operational efforts between our southern armed forces and the various anti-Houthi military forces.
He pointed out that the requirements of the stage require everyone to unite, cooperate and cooperate, to lift the country out of its current situation, and strive with every effort to provide basic services, revive the economic and service situation, reform state institutions, combat corruption, and fulfill the requirements of development, security and stability, stressing that the Presidential Leadership Council attaches great importance To reduce the suffering of citizens in the capital, Aden, and all the liberated governorates, pointing out that priority is given to reforming the conditions of the capital, Aden, with the help of our brothers in Saudi Arabia, the UAE and Kuwait.
On the peace file, he stressed that we from the ground will decide what peace will be, a peace that guarantees the achievement of what we fought and made sacrifices for, and not peace made on dimensions far from reality, which cannot be implemented and built upon.
He reiterated, "We have called for a comprehensive peace, and we still do, but this peace must guarantee the restoration of the south to its people, and the return of Yemen to its Arab incubator. Through a comprehensive political process, in which everyone participates, and through which the southerners decide their fate according to their legitimate and declared aspirations, and in which it is guaranteed." The peoples of the region are safe.
He said, "Within the framework of our support for the armistice, we are looking closely at everything that is going on, and we note in this regard the need to form a joint negotiating delegation in accordance with the provisions of the Riyadh Agreement and confirmed by the Gulf Cooperation Council consultations, as well as setting clear and agreed parameters for the comprehensive political process."
In his speech, the President stressed that protecting the region and securing shipping lines in Bab al-Mandab and the Gulf of Aden comes through real stability in the south, and this is what we are working on with our partners in the region. He pointed out, "Our enemies' attempt now to revive and export terrorism will not change the fact that we are going to achieve our national goal and are steadfast in it, and we call on the coalition countries and the international community to actively contribute with us in efforts to combat terrorism, and to maintain and strengthen international peace and security.
At the conclusion of his speech, the president called on all Yemeni political forces, components and elites to unite their ranks, through a serious, real and deep dialogue that addresses the causes of the conflict in the north, to ensure a secure future for their regions and future generations, and we will always be by their side in what is in their interest, peace or war.
The session’s sessions were chaired by Major General Ahmed Saeed bin Brik, Speaker of the National Assembly, who delivered an important speech at the opening session in which he thanked the countries of the Arab coalition led by the Kingdom of Saudi Arabia and the United Arab Emirates for standing by our people since the outbreak of the brutal war on the south by the Houthi-backed gangs and militias. The most important of which is the transfer of the powers and authorities of the President of the Republic of Yemen to the Presidential Leadership Council, in which he participates The Southern Transitional Council in the political decision represented in the management of state institutions and participates in the government of parity, which requires the Southern Transitional Council and its members to redouble efforts towards achieving the restoration of the southern state, improving living and service conditions, security and stability in the region and international navigation.
The state and government agencies that take the southern capital, Aden, as its capital, have a number of main tasks that aim to alleviate poverty, alleviate human suffering, pay salaries, stop the deterioration of the local currency, stabilize the exchange rate, work to collect all public revenues, rationalize spending, increase exports of oil and gas, and control On the waves of inflation, the rise in the prices of basic commodities and their provision in sufficient quantities, the improvement of services and other urgent measures that guarantee stopping the economic and living deterioration.
It was agreed in the Riyadh consultations at the headquarters of the General Secretariat of the Gulf Cooperation Council and in the presence of the representative of the Secretary-General of the United Nations, the representative of the United States of America, and a number of ambassadors of countries to quickly implement the remaining steps in implementing the Riyadh Agreement and to form a follow-up team to achieve this. The fifth session of the National Assembly of the Southern Transitional Council confronted many of the files on its agenda, and at the conclusion of its sessions, it came up with the following decisions and recommendations:
The National Assembly congratulates the efforts of the leadership of the Southern Transitional Council to strengthen the southern national alignment and its diplomatic and political movements with the brothers in the Arab coalition, the international community, and with Yemeni partners, and urges it to intensify efforts to enhance national cohesion, combat corruption, reform state institutions and extract guarantees beyond this partnership to meet the demands and will of the people The south and enables it to determine its political future.
The National Assembly commends the efforts of the Southern Dialogue abroad and blesses the announcement by the President of the Southern Transitional Council in his speech before the Assembly that the Council intends to launch a parallel dialogue at home, leading to consensus on a national honor charter with all southern forces and components, and the involvement of all segments of our southern people in shaping the features of a future The state of the south, ensuring the achievement of the national goals of our great southern people, and urging the National Assembly to take more concrete steps and tangible initiatives to strengthen the southern national alignment as a solid basis for achieving the goals of our people and restoring and building their independent federal state.
- The National Assembly stresses the need to expedite the formation of the joint negotiating delegation in accordance with what was stipulated in the Riyadh Agreement and confirmed by the consultations of the Cooperation Council, and to set clear and agreed parameters for the comprehensive political process.
The National Assembly affirms that any attempts to exclude the Southern Transitional Council, the political carrier of the cause of the people of the south, from the negotiating table to stop the war and the efforts of the political process led by the United Nations, will make us and our people free from any agreements that result from it, and will push the struggle of our great southern people to openness to all options. We will not tolerate any measures or arrangements that do not meet the will of the people of the south to preserve their national gains and achieve their legitimate goals by restoring and building their southern state with full sovereignty.
The National Assembly demands the speedy completion of the implementation of the "Riyadh Agreement", foremost among which is the formation of the joint negotiating delegation, the restructuring and activation of the supreme economic and supervisory bodies, the appointment of governors and security directors for the southern governorates, the restructuring of all state institutions, especially the ministries of defense and interior, and the repositioning of all forces and transferring them to the front lines of the war against the Houthis.
The National Assembly urges the leadership of the Council and the Southern Armed Forces to intensify the awareness and political work of the members and officers of the military and security forces, to be a model in the performance of their duty. And the continuous work to raise the security sense of our security services, as well as among the ranks of citizens, by benefiting from the proven competencies and working to transfer their experiences and knowledge to the younger generation.
Developing and modernizing the organizational structure of the Southern Transitional Council and its leadership bodies and institutions in a way that contributes to absorbing the largest possible number of southern competencies in its leadership and institutional structure, and based on an evaluation and study to achieve a solid institutional building.
Strengthening the southern identity and expanding it in all its dimensions in all the STC’s activities and its media.

The National Assembly calls on the brothers in the countries of the Arab coalition and all the countries of the international regional community to actively contribute to strengthening and supporting the efforts of the Southern Armed Forces in the field of combating terrorism, and maintaining and strengthening international peace and security in the region and the world.
