Text of the dialogue conducted by colleague Riyad Mansour with the Moral Guidance Corner of the 1st Brigade Combating Terrorism in Abyan Governorate
Colonel Saleh Al-Saidy: At the outset, Colonel Saleh Al-Saidy, we thank you for giving us this opportunity to conduct this dialogue.
Q/ It is known that terrorism includes a complex of threats, which were born from the womb of extremist and extremist ideology. How did terrorism start in Abyan governorate?
C / Certainly, terrorism in Abyan governorate was born from the womb of extremism like other governorates, but it received a fertile environment and generous support by the Yemeni authorities during the rule of the Saleh regime, and the green light was given to tampering with the governorate and its economic capabilities and destroying its infrastructure. These groups are an organic extension of those strains of Yemeni terrorist elements Extremism that swept the south in 1994 and robbed it of land and people.
The main objective of the terrorism industry in the south in general and in the Abyan governorate in particular is to abort the southern national liberation project, disrupt its course and fragment its effects, after the Yemeni occupation authorities sensed the danger of this revolution, which represents the will of a people and a nation…
A homeland fell into the hands of the occupation on July 7, 1994, and a people suffered from the scourge of injustice, tyranny, persecution, displacement, forced demobilization, and physical liquidation of many heroic men and specialized and qualified southern cadres, civilians and military personnel who stood in the face of the occupation.
Q / The terrorist elements in Abyan consist of local and foreign elements? How do you deal with them?
C / Terrorist elements everywhere are a mixed mixture of foreigners and people from the regions of Abyan and other governorates working under the direct supervision of the Yemeni occupation authorities since their establishment in special camps in 1994 AD. Foreigners exploit the intellectual backwardness and illiteracy spread among the youth and deceive them and use them as followers in the name of religion, to sabotage their homelands.
We deal in special, well-known and legitimate ways when arresting foreigners as well as locals, and these methods are followed by all countries in the world that combat terrorism and seek peace.
We in the Anti-Terrorism Forces in Abyan have experienced and experienced leaders who have taken many military measures to break the thorn of terrorism in the governorate and deal with high efficiency.
Those who are arrested are referred to the higher competent authorities to take measures according to what they are authorized to do in this regard.
Q/ Most of the terrorist elements are young people. Do you think that material conditions such as poverty and need are what prompted the youth to respond to the calls of extremism and terrorism?
A / Of course, given the “certainly deteriorating economic conditions, this is one of the most important reasons that prompted the youth to deal and deal with these terrorist groups, but in another and important reason, which is that these groups work under the supervision of senior government and official leaders affiliated with the Sana’a regime, through which the youth are reassured.” Most of them consider it a government assignment or official employment, and all of this comes to help the occupation government to work in various ways and methods to get rid of the revolution of the people of the south, abort it and divert its course.
This prompted these groups to grin their fangs and make them work tirelessly day and night “influenced by religious fatwas legislated by their leadership that allow them to fight southerners because they are infidels according to the mobilization they planted since 1994 AD.
They are also rewarded with imaginary sums of money by well-known leaders such as Ali Mohsen al-Ahmar, in addition to religious fatwas by the so-called Abdul Majeed al-Zindani, who was known to brainwash young people and make them race to engage in such criminal terrorist acts.
Q/ Do you have a database of the number of terrorists in Abyan governorate, their names and their photos?
A: Yes, we have a lot of names, data and photos, but we consider them extremely confidential and cannot be neglected.
Q/ It is well known that the governorate enjoys rugged terrain and is connected to the Yemeni governorate of Al Bayda, which is the main stronghold of terrorism. How is it dealt with to prevent arms smuggling and the movement of terrorist groups to the governorate?
A/ It is well known that drug trade and smuggling are the largest funders of terrorism, and we are making great efforts in combating drugs, and every day traffickers and promoters of it, and even drug users, are arrested.
Anti-terror units combat smuggling by protecting the coastal strip and points on the main lines. Our units also carry out campaigns to combat bandits and outlaws.
Q/ Terrorists use social networks to spread the culture of extremism, recruitment, financing, planning and implementation of their terrorist activities? How do you deal with this type of terrorism?
C/ Social media networks are now available to the young before the old. We do not deny that the terrorists were able to use and harness them to spread terror and fear sometimes and at other times to pass their malicious agenda, making themselves victims of violence and in the name of religion.
We in the Moral Guidance Department have plans and programs through which we work to reveal the facts and dangers of terrorism to people through awareness, guidance and direction campaigns for citizens through the distribution of posters, radio, television and brochures that reveal the facts of terrorism and terrorists to people.
Q/ Combating terrorism is based on partnership with internal, regional or international security and military bodies. Do you have a partnership in combating terrorism in Abyan?
A / Yes, we have a partnership with all units deployed along and across the governorate, whether security or combat, through monitoring, investigation and tracking. Our leadership is always in contact with all the benevolent forces to break the thorn of terrorism, nullify its effects and dry up its sources. We are always in high combat readiness and in continuous communication and coordination with the Arab coalition forces, led by the Kingdom of Saudi Arabia and the sisterly United Arab Emirates. There is also regional and international coordination to thwart all terrorist plots and schemes in the governorate.
Q/ turmoil is considered the fertile environment for terrorism, and for this reason
Internal or external parties seek to destabilize security and stability in Abyan. How do you prevent this?
C/ Terrorism is the faction that loves unrest and through which it can carry out all tasks and seize the appropriate opportunities to pursue political and military leaders, who occupy important positions in the leadership of military units or political parties and currents, and they cannot reach their goals except through lawlessness.
Therefore, in the forces of the First Anti-Terrorism Brigade, we work day and night to thwart their plans, in coordination and cooperation with other combat units, and work to raise the vigilance of the units and raise their readiness, as we work through accurate plans to track and continuously monitor the movements of the elements of these terrorist organizations so that we can raid them in their hideouts and curb their plans and thwart their tasks.
Q/ Abyan suffered from Afash’s terrorism specifically in 2010 AD and then Hadi’s terrorism in 2016 AD. And you had a prominent role” in their fight and victory over them and their expulsion from Abyan… In your opinion, why did Afash and Hadi use terrorism to subjugate Abyan? .
A/ Since the fall of Abyan in the hands of terrorist elements in 2010, when they wreaked havoc in the land, the popular committees were formed under the leadership of the heroic leader Abdul Latif Al-Sayed, which was credited with the continuous work to break the thorn of terrorism.
And for the honesty, the people’s committees made huge sacrifices represented in dozens of righteous martyrs whose body parts were scattered everywhere and hundreds of wounded heroes who shed their pure blood on the beloved Abyan soil, in order to pursue the dens of terrorism.
Our heroic men recorded a “glorious” history baptized with epics that made victories.. The Security Belt forces were able to liberate Abyan in 2016, and we pursued terrorist elements everywhere in the plains, valleys and mountain bends, leaving clear imprints.
We achieved victories, and our heroes represented the summit of legendary steadfastness. We established security and stability, and we won the cause of the people of the south, by breaking the thorn of terrorism, raising the cause of the people of the south towards freedom and independence.
Q/ Did you try to open a dialogue with the terrorist elements to persuade them to return from this murderous ideology?
A / Yes, the leadership of the anti-terror forces opened the door for dialogue, and many of those who were deceived were persuaded to return to work as good citizens away from this extremist terrorist ideology.
Terrorism is a thought and an action that is rejected in the whole world. Consequently, their forms have become revolting, and their actions are ugly and unacceptable in Sharia and law.
Here, we worked through community awareness to persuade young people to stay away from this path that only leads to death. In return, we fought all actions that put people's lives to death and the danger of terrorism. Terrorism is an act that knows only the path that leads to death.
Our leadership met with social and tribal personalities and gave them the right along with the guarantee that the leadership granted to those elements.
Q / Do you think that the absence of a guarantor and the fear of physical liquidation are a reason for not engaging these elements in normal life and abandoning terrorism?
A / Yes, the leadership of the Security Belt, represented by the heroic leader Abdul Latif Al-Sayed, and with him the leadership of the anti-terror forces represented by the heroic leader Abdul Rahman Al-Shenini and the leadership of the First Brigade, opened the door to dialogue and succeeded in convincing many of the deceived.
We also met with social and tribal personalities and gave them the right to dialogue with whoever wants to return to his family and brothers, and it is possible to communicate with those personalities, who were also a social and tribal affiliation, in addition to the guarantee that we gave to those elements.
Q/ The anti-terror forces in Abyan proved their high heels through their victories over terrorism, with simple capabilities, modest armament, and a failure to receive salaries on a regular basis. It also arrested the perpetrators of a number of operations in less than 24 hours. In your opinion, why is this dealing with you?
A / In Abyan Governorate, the First Brigade is considered combating terrorism as an extension of the security belt and the popular committees that have stood tall like mountains against the elements of terrorism since 2011 and made huge sacrifices under the leadership of the heroic leader Abdul Latif Al-Sayed.
Today, the anti-terror forces are still ready to make more sacrifices to eradicate the nests of terrorism, as we have given our lives for the nation.
Despite the failure to pay the salaries, we tell the terrorists that we are ready, in our trenches we are steadfast, and from the barrel of our guns, the fires of pride and dignity will burn.
Allow me, through this interview, to call on our political and military leadership to pay more attention and work to pay salaries on time.
One last message you want to send?
C / I call on all the young people who have been deceived to remember that there is a homeland whose will was robbed and a generous people whose pride was taken, and our southern revolution invites you to join it and remember that there are innocent mothers whose tears did not dry out due to your deeds and in which you killed your brothers from the people of the south. We open our arms to you..Go back to your senses..and remember that God looks at your deeds.
